Since the Wii , Xbox 360 and PS3 now allow games to be downloadable via their online networks through the consoles.

Capcom must of spent a great deal of time and money developing Resident Evil 1.5 (R.P.D. Police Station)

and Resident Evil 3.5 (Leon with the Hook Man).

Clearly these games are sitting around in a vault somewhere in Capcom's Osaka or Tokyo headquarters.

Why not just charge $10 to users to be able to download these semi-completed games/versions and play it ?

At least Capcom can make a good chunk of it's money back.

Because they are not games. They are prototypes. All beta version of RE2 and RE4.
Everything goes through prototypes and beta versions, including games.

When the final version comes out, the older ones are disregarded. They don't exist in the game world.

For example, that Elza person everyone talks about, is just a prototype of Claire. Elza isn't a character and doesn't exist.

Still must be a way to release the beta version right?

I mean if Capcom gets a million Resident Evil fans to dish out $10 that is 10 million dollars made.

I think a lot of fans would like to see the direction Capcom was thinking about going with the series as oppose to where it's going now.

1M people aren't gonna spend $10 on an unfinished game.

Add in some interesting content.

"The making of a Resident Evil game"

"Preview of Resident Evil 6 concepts"

Something that will feed the masses.

The Wesker DVD did pretty well online right? Are there not people still dropping $10 to $20 for that and it's only 30 minutes in length.

You should be aware that what you are asking is the equivalent of asking a movie company to release a movie where the green screen, wires, and un-edited takes are still in the footage.

a beta is a work in progress not a game.

From what I've seen on youtube of Resident Evil 1.5 and 3.5

I have to say that's a pretty good BETA version!

Maybe it's not a game but I think it's intriguing enough for fans.

I'd buy it.

It would be very interesting to see all the ideas they originally had.

Oh boy, another "Hey I've got a terrible idea, but no matter how many people tell me how bad this idea is, mods and Capcom staff included, I will defend it using some kind of backwards Martian logic, until page 50 when the mods finally cant stand my stupid crap for one post longer and lock this thread!" topic!

Most of the time projects get scrapped because someone's not happy with the quality. I don't wanna pay for a hand full of buggy work in progress messes. If I did I would buy Daikatana again. And unless things have changed in the last 10 years, you can't just run an unfinished, uncompiled game on a console. You have to be using a devkit.

"Whose motorcycle is this?"
"It's a chopper, baby."
"Whose chopper is this?"
"It's Wesker's."
"Who's Wesker?"
"Wesker's dead, baby. Weskers's dead"
