Like Yuffie said, you never know. Your book can very well inspire Inafune-san or Takeuchi-san & they may want to make a game out of your story.

Now for last question, if you make it and capcom happens to contact you and you got cash and rights and all legal stuff to do it. You never know.
Also goes other way also, you got rights, cash, time and everything, you can ask them.
Wait, you just confused me. It sounds like either way I have to have a lot of cash?
