Judging by the most recent blog posts it seems to indicate that there are only 25 playable characters. So my question still stands.

Seth will probably be back soon-ish. 

I agree the roster looks like it's final due to the amount of times "final characters" has been tossed around, but the ESRB deal is still a question I'd like to see answered here nonetheless.

i personally believe the sides wont be uneven for the simple reason capcom have stated they want the sides even, also they have enough lisences to do so, if the sides are uneven it will be retardedness from capcom's part but i dont expect that to happen

I guess we'll just wait and see.  We don't know what happens behind the scenes there (or all of anyways), so it's possible something came up.
