Yes, most of the voice actors we use come through various non-Capcom casting agencies.  The agencies pull in people of the right profile, and then the Capcom sound staff screens them.  It's very rare that we single out particular actors indvidually, and when we do, it's usually because they have an existing past with the character (like Rueben Langdon, etc.), not because they're heard in another context and felt to be indispensible.  Good luck!
