Granted, Unite was released last year while Japan had it a a year and a half earlier, will we really have to wait a little longer than Japan come the game's supposed release date later this year? Or is localization now also a priority enought to get a simultaneous release?

MH Portable 3rd isn't announced for the West at this time. For now it is only a Japan release.
