Storywise, it's Ken. The original Shoryuken was a certain-death move. Gouken adapted the Shoryuken to be a non-killing attack. Since Ryu was improving his Hadouken, Ken decided to improve his Shoryuken in order to be different than Ryu. Then he discovered the flaming Shoryuken and the Shinryuuken, which (storywise) are the closest to the original Shoryuken in terms of power, but without being killing blows. Gameplay-wise, it is supposed to be Ken, but that doesn't always happen because of balancing issues. |

well ken has more upper cutt specials moves.but ryu has shoryuken special takes out a good amount of you meter like a good 50% 0r so .so i say ryu
