You wanna add a female thats ORIGINAL to a Street Fighter cast Capcom? Let me see some Rose or Maki. Now THAT would be a worthy addition.
Rose isn't exactly the best fit with the SFIV style, nor is she all that popular, I also don't see how Maki is all that original given her similarities to Mai Shiranui (KOF) not to mention she's a Final Fight character, and it's already been confirmed that there won't be any FF chars in SFIV.
Any of the females from SF3 (Ibuki, Elena, Makoto) would be better fits given they have a decent fanbase, are female, and are SF3 chars.
If I had to pick one of those 3 I'd say Elena despite the fact that she's the least popular of the 3, becauseshe has a unique fighting style compared to most of the SF3 chars, is a "fun" character in terms of style/personality, has a simple design/look that would be easy to adapt to SFIV, although I'd like to point out that she's not my fav of the three SF3 girls, just the one that I believe is best suited to SF3.
Don't mean to sound stupid by challenging you too much....
But a one time poll against a year old thread "Sakura Grown Up" doesn't really tell the whole story.
I don't know man, it just seems to me that most Sakura fans already expected her to be there so many of them voted for Cammy since they like her a lot too.
Anyway it's just sad if we don't get more females, specially the most popular Alpha character.
I will not stand Dan getting into the game over Sakura(both from Alpha)
Pardon the rant, but I think those points are strong, stronger than Cammy crushing the competition.

I'm not a big fan of rose but is does make me wonder why they chose her for capcom fighting jam.

My point is, when was the last time you seen these characters in a fighting game? A long ass time ago. Characters like Cammy and Sakura ( Aka Fanboy characters ) get all these damn games.
Rose is as original as they come, can tie in VERY WELL with why Dictator is still alive, and really is a popular Alpha character.

Rose was in Capcom Fighitng Evolution which was released on consoles in 2005, so it wasn't a long ass time ago.

Why would you put in the least popular SF characters if you're trying to sell the game? Not to mention if you included Rose over Sakura/Cammy you'd just get a ton of people complaining about how they're not in the game while you might have one or two people that are glad Rose is in the game, ie it's not worth it.

It doesn't matter if she's original, what does matter is how popular she is, and how well she would fit with SFIV.
At the end of the day SFIV isn't about personal prefrence, it's what works best for the game in terms of look/style, gameplay, and sales.
As for Bison's SFIV storyline, it's already been stated that Seth is responsible for Bison's return.
In terms of popular Alpha characters, Sakura, Dan, Karin, Guy, and Cody are more popular then Rose, and as such any one of them should be included over Rose.
