I am not too sure myself.. But I think its easier accesable for them in the USA and japan.

As they Have Branches there for there Markets.

I think most Countries Even by Me has the ability to make games..Just its easier in those countries I would Think.

In games in General actually I still want to get Silent hill Homecoming.. But Not sure if that is going to be any good.
