My favourite would have to be rolento.  I just love playing as that character. 

I think he is the best character when it comes to options of strategy. He can attack high and low quickly which keeps people guessing. 

He has a few combo moves, and his double jump and knife throw changes his trajectory of where he is going to land.

For a  guy who believes in military strategies and surprise attacks it really shows in his arsenal of moves.

If this guy was in street fighter 4 you have no idea how hard I would practise to take on people on-line. 

SFII Akuma hands down. Hardest SF character to beat ever, followed only by his Shin version in SFA2.

Who was the best statistically ..

From way back in 1992 there was this post in rec.games.video.arcade about Street Fighter 2.  (This is before CE/Hyper fighting etc all appeared on the scene.)

You might need to put it in to notepad or some fixed width font to see this properly.

Here's the Capcom ranking of the characters of SF2

The numbers mean the following: row character beats column character
X times out of ten. Obviously, Ryu vs. Ken should be five for both, but for
some reason, they didn't put it in.  Interesting points here. According to
this, Guile stomps everyone except Dhalsim, but Dhalsim only fares moderately
vs other characters, even losing six of ten to Blanka.

Also, Chun Li is Number 3. Interesting, eh, Wanderer?

So you can see Guile is best ranked, followed closely by Dhalsim.
