Dr. Cossack. The Russian Scientist involved within MegaMan 4. And Wily never had X's design, nor blueprints... The closest thing Wily had were the Upgrades meant for Rock in MegaMan 7. And that Wily did make a Rock Copy after traveling to the Future, and then kidnapping Rock and conterting him to Quint... Plus he assisted Light with ProtoMan. And bassed Bass on Rock as well. Wily is far to familier with Rock's study. So Wily mostly developed his material on his own...

Zero was pretty much brought up to be a back stabber -_-...I dont even care what you Zero fans say, he was brought up to be a habitual back-stabber, the same as about 30 other(machines,humans,androids) people throughout the damn story.
