Axl's past and creation is all a Mystery before Red recruited him. That is why he went to Giga City. The info about the Copy/Chameleon Chip production. Other than that, there is no official source...
According to a Guru, GBD may have been a past life of Axl... But that is sketchy in and of itself.

Even though it is a rumor I do find it to be a hilarious rumor. I honestly don't think it's true though considering back in X2 days Inafune didn't have plans for axl most likely since he never planned on there being X6-X8. |

As far as I know Inafune-san didnt have anything to do with the creation of Axl, even more, Inafune didnt have anything to do with X6-8....its commun knowledge thou

The 'rumor' is not my own. However I will explain it to the best I can.
If you take the early death of GBD, and have someone obtain his parts (like Doppler did for Vile, so not out of the question), reconstruct him and use him as an experiment for creating new technology... It would be outside the laws in that series, it would eventually trigger the Copy Chip New Gen overhaul... And bringing back an old character in a new way is far more dramatic than a simple new character introduced.
Plus, if you look close to the helmet, the distinct 'Ear Piece' looks similar to that of the Ridge present on Axl...
I don't believe it, but I cannot over rule it. Since between Old in a new way VS New... I'd pick Old in a new way.
