There is always and only -one- way to pronounce a word in the English language, and the only variations would be due to dialect.
Which means Ciel can in no way be both see-el and seal. The word already has a set pronounciation. It's see-el. Or sky, in French.

Luckily, wikipedia always provides the katakana for the names of the characters in the original japanese version: シエル, Shieru Considering the romanization rules of the japanese language, probably the Sh would be a S and the ru would be a l...it's meant to be "see el" in english pronunciation. Shieru is how "see el" would be pronounced in japanese.
