Hey there, welcome to Capcom-Unity! The piggie can be found outside in front of the Gathering Hall entrance next to the granny with a large backpack, you need to pet the piggie correctly, so you'll have to wait until about 3 seconds after the music stops. If you mess up on doing so, you can always try again.
