@KaiWAi: Dude, you've got some really solid ideas, like OldSchool and ShockDingo said. I agreed w/ Shock on ridding the amnesic bit for Q's backstory (an otherwise great backstory btw); that plot device is just overused...period. In everything xD; you're better than that. But beyond that (and my possible confusion on if Q was actually a cyborg or just a really tall man w/ a silver mask in 3S; I don't think it's ever been clarified either way so I say to w/ the cyborg/humanoid idea), everything else is solid. Really impressed w/ you going the extra mile and drawing out atleast one of his moves too; that's an attack you could easily imagine Q having. Also, since it sounds like you really do know what you're doing on that front, coming up w/ moves (Supers, Ultras, Specials, Unique Normals, Normals, etc. etc) and got Q down pat pretty well, maybe you could make your own version of him in MUGEN or something. I mean, if you know of any better programs then by all means use those, but it'd be pretty awesome to play w/ a pre-3S Q in some form if Capcom doesn't bring him in DASH or any III chars. for that matter. Just a suggestion.
Can't wait to hear 'bout the original fighter too; he has a lot of potential w/ his story.
@KAiWAi -- Don't worry about your English. It's better than a lot of the l33t brats I've seen online, and that's sad considering it's their native tongue.
Now on to my main post.
Rebalancing for Street Fighter IV'
Overall I'd like to see this kept minor. A few new moves among lower tier characters. Highest tier characters Sagat and C. Viper aren't nerfed directly, but may be effectively nerfed due to other characters getting higher priorities on some attacks. Also 5 new characters bringing the roster to 30.
Abel Marsailles Tackle - a 360' control motion throw that like Zangief's Atomic Suplex can be done at range. Unlike Zangief's range through the tackle starts with a roll that looks like the Marsailles roll. This should create a mix-up game of whether or not to try to punish the roll since one roll can be hit (the throw) but hits you if he reaches you, and the other roll cannot be hit but doesn't hit you.
Akuma Simply lessen his dizzy and damage taken stats. Super changed to air Messagohadoken for variety (too many characters have supers and ultras that are nearly identical, and Akuma is one of the worst offenders).
Balrog (Boxer) Increase the rate that Balrog's Super meter charges slightly.
Blanka Make the roll dash cancelable.
Cammy Spiral Arrow can be done head high with QCF + Punch. Against Sagat it will pass over his low tiger shots. The high spiral arrow is an overhead - it hits high and must be blocked high. Either arrow can be cancelled.
Hooligan Combo speed is controlled by button pressed, the arc is controlled by the directional pad - Cammy can intentionally miss the opponent and pass over them and across the screen, or pull up short. Cannon Strike can be done out of the hooligan combo by simply pressing kick.
Rotating punch can be cancelled.
Super changed to the killer Bee attack seen in Xmen vs. Street Fighter.
The reason for this many changes is Cammy is weaker tier by virtue of being the most predictable characters in the game. The fake outs should bolster her pressure game immensely.
Chun Li Restore the vertical spinning bird kick to a move proper (Charge Down, then Up and Kick. Spinning Bird Kick normal becomes Charge Back - then Forward and Kick) instead of the tail of a preprogrammed combo.
Super Art changed to Koshen (the big stationary fireball for those unfamiliar with Alpha and SFIII).
Spinning Bird Kick flushes out even Zangief out beyond the range of any throw even if blocked.
Crimson Viper No changes (She's already S tier in the hands of an expert)
Dan Ah Dan. Rebalancing him is hard to say with a straight face. Still, hate the wasted character slot so...
Dankyuken can be steered up or down in flight, though no lower than it naturally is when started from the ground.
Rolling taunt - QCF or QCB + HP+HK.
Roll HCF or HCB + P.
Dan is taunt KING. He can do all 12 personal actions by pressing forward, back, double tap forward, double tap back (Yes, I know that's a Mortal Kombat style controller motion, but this is Dan - he can make fun of MK if anyone can) Back Forward, Forward Back, Double Tap Forward then back, Double Tap back then forward, Double tap forward and double tap back, double tap back and double tap forward, Dragon Punch motion, and Reverse Dragon Punch motion.
Any completed taunt gives Dan enough super charge for an EX move. That means 4 taunts = super. The Legendary taunt moves energy from his super gauge into his ultra gauge rather than drain the super for no reason.
And finally, as a nod to mock SNK's revenge system - when Dan is at 1/4 health he can do EX moves at will.
Dhalsim Vastly increase the reach and range of the Yoga flame and Yoga Burst to reach out to about 1/4 screen distance from Dhalsim (about the reach of his medium attacks). Ultra changed to the massive Yoga Flame seen in Xmen vs. Street Fighter that reaches almost all the way across the screen - call it Yoga Inferno.
E Honda Non EX hundred hand slap can be walked. EX hundred hand slap dashes forward.
El Fuerte Only recommended nerf in this change list - REMOVE the infinite combo by removing the two in one to Habenero Dash. Make El Fuerte Steerable after the wall jump and during the jump out of the Habenero Dash. During Habenero Dash press Down and punch to roll - strength of punch determines length of roll. Roll can't be hit except right at start and right before finish.
Fei Long Remove the infinite on Seth and Abel (probably by adjusting their hit boxes slightly as opposed to anything on Fei Long). Rekkaken can be cancelled.
Gen Add a kick from the ground that looks like his Oga kick but doesn't require the wall bounce.
Gouken Put the dragon punch where it should be - gouken of all characters shouldn't need super meter to throw a dragon punch. The move currently occupying the dragon punch slot should go to a half circle forward motion + Punch.
Guile Reduce charge times on both sonic boom and flash kick to 1/2 second.
M. Bison (Dictator) Make slide cancelable by pressing kick during it.
Ken Restore the Alpha Roll.
Rose Illusion Spark is treated as a hold (can't be blocked). Add a 360 motion version of the move.
Rufus Galatic Tornado can be cancelled by punch or turned into a spin sweep by pressing kick. Snake Strike can hit opponents on the ground - if it does it lifts them into a juggle for the other hits. It can still be ducked.
Ryu Fireball can be cancelled by tapping punch before release (This has the effect of stopping ryu players from using turbo controllers but oh well). Thrust kick from SFIII placed back in.
Sagat No changes planned. If necessary (bore out by playtesting) his dizzy and hp values should be reduced like Akuma and Seth.
Sakura Alley Oop throw can be done after Sakura Otoshi. The old motion for Alley Oop Throw does the Sakura Noogie. Sakura can dash while charging her fireball, and if the button is released during the dash this will cancel the fireball. Fully charged Sakura Fireball hits three times and can block EX fireballs of most characters clean as well as block Akuma's 3-hit fireball.
Seth Gains the jump stance style of moves seen in Gouken and Akuma and to a lesser extent Sakura and Cammy. His is personalized of course.
Vega (Claw) Reduce charge times on all moves to 1/2 second and speed Vega up to at least match El Fuerte in speed. When the Claw or Mask is knocked off Vega's speed should increase further. Rework the Ultra so that it is easier to land. Change the super to the Red Claw from Alpha 3.
Zangief Lariats are cancelable.
Proposed New Characters
Masaru As Charlie is to Guile so is Masaru to popular SFIII character Makato. Move list is the same as his daughter.
Geki And again, As Masaru to Makato, Geki is the older brother of Ibuki and was first seen in Street Fighter I. Move list for Geki should be more or less the same as Ibuki.
Dee Jay, Thunderhawk As far as is known work is already underway on these two.

Holy sh*t I think you've gotten the award for longest post in this thread's history xD; it's not dubious honor, trust meh, especially a well thought-up one like this. Unfortunately I don't have too much time on my hands so I can only give some thoughts on my favorites and characters I know pretty well in terms of playing with, so here goes:
Cammy: I like pretty much all of your proposals for Cammy. One of the things that gets her a lot is that she's kinda predictable w/ her Specials (not to mention the Hooligan Throw's a tough bastard to get out for me a lot of the time, 'least in IV); my usual rule is to never use them w/o inclusion in a combo, so that way, you go in for some basic pokes and as those connect (i.e don't whiff or aren't blocked), you can safely do a Spiraling Arrow or Canon Spike, etc. etc. Definitely like the idea of a SA that hits overhead; it'd be that much more useful against characters like Sagat. As far as a cancellable rotation punch (proper name please?!?) is concerned, that could be pretty useful as well, but could make it a little too powerful in a sense; it goes through basic projectiles anyway (bar some exceptions) but dunno; it depends on what the team wants. Personally I'd like for the Hooligan to be easier w/ it's command input set, kinda more like it is in Remix.
Chun Li: Dunno 'bout the Super Art change; as is, you can jump-cancel out of the end of it, and where 3S is concerned the Koshen was just "middling" for her in terms of advance strategy use, etc. However, it would be good with an opponent in the corner, catching jumping-in opponents, etc. Of course maybe they could add some new properties to the Koshen, maybe to where it has some wall bounce ability if done close enough to the wall and powerful enough a version, setting up for juggles, etc. Just a bunch of random thoughts on my end xD.
Ken: There's a few things I'd like to see here, the Alpha roll just one of them. I'd love for his bdb+Kick to be back in here; sure it wasn't THAT useful outside of combo finishes and on dumb folks and whatnot, but it was a fun move to use. The headbutt taunt would also be awesome
Zangief: Still getting the hang on him as far as in IV, but I'd like more hit-confirm options for his Super Move, for more combo opportunities on that front. Everything else?!? Fine and dandy xD
Seeing as how I only get to play the game at my buddy's place, I can't say that I know every character's full stint of abilities (like if Chun-Li can do jump-in FP> b+MP>(link)Super or if Ken can do jump-in MK>hcf+MK,MK, etc.), but I think I've gotten enough of a hang on atleast these four to have some sound thoughts on the suggestions. There's actually a few more of your suggestions I'd like to elaborate on, but I'll save that for tomorrow.
Now if i can only come up with some bad ass moves to complete the package!! Man i really wish i had some skills in Mugen to put this guy in action.
Mugen is simple for-the-most, even if you don't know how or what You're programming all You have to do is cut&paste, then use some trial & error, LOL, I used that method for awhile untill I wanted to do some other things.
Super Move For Brutus(visualize it as You're reading it, and then reread it again):
Moves for Brutus (using mugen); hum-mm.... Draw Brutus spreading his arms out to his left & right sides of His body, and then from that position draw a sequence of pictures of Brutus bringing His arms closer & closer strecthed-out in front of His body (chest level); when His hands & arms reach a few inches apart stop, then add some sort of projectile inbetween His hands (it could either start of like a fireball or it could be like a sonic-boom but flipped vertically).
Since Brutus has nanotech within His body then He could be slightly faster then others of His size, and the nanotech could amplify the area (air) around his body & moves by using the nanotech technology to do so (baiscally the nanotech technology would use high levels of sound to amplify those aspects of Brutus, and that would also be how & why Brutus has slightly above average speed, since the nanotech would be pushing the air around Brutus too)
I like these suggestions; so long as Brutus (argh a mighty name ye scroundeled up there argh xD, and yes, I know he's not a pirate) isn't too fast in his movements, it could work...actually it wouldn't matter if he was if that's what works best for him, but looking at him I pictured a man somewhat faster than Zangief, but behind Abel. Not by too much, but noticably slower, more "calm" and sedated in movement than Abel.
Btw All-In-All, it sounds like you might be a pretty good MUGEN user. Me and my friend just downloaded it recently and plan on creating characters for it; know of any helpful tips or a site w/ good tutorial resourses (beginners, advanced, expert)?!?

I fully agree with the Akuma different super shout, he needs something different. I would go for a super similar to Kens.
Ryu should have a charge Hadouken like Capcom vs SNK 2 for his super.
I would love to see every character given 1 more super move with a different range to their existing. For example I would like to see Honda with a super based on his close range sumo throw combined with his sumo splash. Then simply bring back some of the supers from alpha 3 n 3rd Strike to just give a little more variation so some of the tactics you can use with certain characters.
Character specific stages without a doubt this time too. But you never know we might get some more for 4 so fingers crossed for some big SFIV Dash news soon.

Thanks a lot for those tips man (I think there was someone else's quote in here too, but I messed up the quotes by mistake...whoops); you know I was actually gonna try using MUGEN itself to create the characters; my buddy as well xD?!? I'll download them both but-since it seems like you're saying MCM's better-probably use that. I actually got the WinMUGEN file off esnips and you're right, they have a LOT of stuff up there for it. I just checked out that Mugenguild site today and it has some great forum topics; now I can go full screen an' stuff xD.
By the way, if you don't mind saying, is it possible to make charge characters w/ MUGEN? I've got a few ideas for a Ganondorf (yes I said Ganondorf, as in Nintendo's Ganondorf heh) but need to know if it's possible to do that?!? That, and tinker around w/ the systems to do certain gameplay features that aren't there by default?
