While it's largely irrelevant at this point, I can assure you that the problem is on your end, likely with your account. GFWL made a big hullabaloo about going completely free a while back, and I'm sure that Street Fighter IV is no exception.

Your doing it completely wrong lol. To play for free on a PC, you dont use an Xbox live account, those you always have to pay for and are meant to be used on the Xbox. To play for free you need to create a free Microsoft Live account, which can be easilly created if you have a Microsoft live (hotmail) Email address.

You need to create a Windows Live account NOT Xbox Live account. Press your home key on your keyboard and create a new windows live account.
