Actually I've put up an effort to bring that focus in story towards Super Street Fighter IV.
Some Classics: SFA3 Max, SFIII 3rd Strike.

I would definitely say the SF Alpha games had a huge involvement with the story. Alpha 3 especially. It clarified a lot of things and set stuff in stone. SFA3 was just a very well done game.
