Bulking up doesnt equal better fighter. Training in a specific arts suitable for your size, skills, and natural abilities can.

Professional wrestling has more than just grappling techniques. Striking and submissions styles are also intergrated.  But like I said its all in how you tell the story.  You believe Chun Li is the strongest woman in the world because Capcom tells you so. There are people who would tell you that a professional wrestlers could not beat other martial artists no matter how hard they train. Should Zangeif and El Feurte go?  No because the story tells you Zangeif reached a point were he could defeat a bear bare handed. You can pick apart a lot of aspects of the game if you try to apply real life logic to a game like this.

Yeah.  Basically, it comes down to the fact that all the Street Fighter use Ki.  For some, it's external, like when they throw a fireball.  For others, like Balrog, it manifests itself internally, empowering them to perform physical feats a normal human is incapable of.  Like punching through a brick wall.  Even if someone like Balrog doesn't know it's called Ki, and just thinks it's summoning up his inner strength, he's still using it.

Even Dan, the weakest Street Fighter can use it.

Poison is on a level even below that and can't use Ki at all, internally or externally.

How does a person get ki?

How do we know Poison can't use ki?

Is Poison incapable of using ki?

Can ki manipulation be taught?

The answer is it depends on who writes the story.  Nothing is set in stone. Poison may be below Dan as it stands right now based on what we know from past storylines but IF some one within Capcom really wanted to put Poison in the game its not an huge leap of faith to assume Poison could be a fighter.  Will Poison make it, probably not because they would be taking a risk with her kooky back story and they would have to create a new move set from scratch which means more work.
