Totally out there but... Owner of an orphanage... I came up with that (while half asleep) since he does have all of the Dolls (who are supposed to be like... 16-ish?) and oversees Balrog/M.Bison and his other minions. Essentially he'd still be in a position of power without entirely being a dictator...
