I'm all for unlockables as motivation to keep playing...
...as long as they are unlocked via Player VS Player Versus.
Otherwise it's just taking time away from what I really wanna do (versus) to play arcade or time attack or survival or something.
That's just as unfair to people who don't play online as making those who only want to do PvP play through single player mode a bunch of times.
I didn't say "online" but if they are both equally unfair we should definitely go with the one I like since it's what fighting games are actually for (not just lariating the computer AI all day)

There are two kinds of games; those you play and those you play through. SF is meant to be played.
What I mean is that some games are very linear. Unlockable features are simply a way of hiding just how linear those games actually are. You finish a mission, open a new level and ultimately finish the game while unlocking a few new modes/weapons/trophies. You up the difficulty and repeat. SF should never aspire to such a thing. There's a reason people are still playing SSFIITurbo. SF is all about gameplay. No two matches are the same and even today there are still some things that surprise you. SF shouldn't be about opening new costumes or characters; it's about the fights pure and simple. If Capcom's going to invest extra time into SSFIV it should be matters related to game play or balance; not unlockable features which were just thrown in to give the illusion of substance.
