I think its Street Fighter IV: The Ties that Bind, but I cannot say for certain (I have the Blu-ray but never got around to watching it, lol). Unfortunately if this is the case, it was a collector's edition bonus & not sold seperately from Street Fighter IV (so far at least).

All the vids posted here are ONLY trailers, not a full fleged movie or OVA
I would really love to see the Sakura trailer be turned into something, it would really add to her storyline
