I really don't feel like reading thru 173 pages to see if it's already been suggested, so here goes...
... Baby Head, from Captain Commando. I love that little guy, and I imagine he could make a good fighter.

Edit: Should point out that this would be for a future Vs game, I know that Tatsunoko vs Capcom is already pretty much wrapped up at this point.
