Don't worry, the Western release 01.26.10 and it will include all the confirmed characters. Yatterman #2 won't be in the game most likely and as long as it's preordered from Gamestop, you will receive the set of limited cards.
If you're asking whether there will be those characters cards, that I don't know.

About the cards, no one knows. GameStop only showed a hand of 9 cards (odd since you'll only get 8), and you could see on one of them Ken the Eagle.
No sure what you're going on about with characters in the game though. They (excluding Yatterman-2, her inclusion is extremely arguable) will be available to everyone no matter when you buy it.

You shouldn't worry Travis, we don't know if Yatterman-2 will be in the game or not there is still speculation about that but Tekkaman Blade, Frank West, Zero, and Joe the Condor will be in the game regardless if you preorder the game or not.
